A festival consumes attention and dissolves. A city has values, rhythms, recurring faces, and shared memory. Life does not happen only during its ceremonies. It happens in between. Treating a convening as a city rather than a festival reshapes programming, partnerships, governance, and the question of what participants owe one another once they have entered.
