Palmer's observation on tough customers is direct. The team has had customers who are not naturally relaxed or easy-going. When those customers react to niceness, they become different people. They realize the team really cares about them, really wants to take care of them, really wants them to have a great time. The reframe inverts the standard service-recovery instinct, which is to match the customer's energy or defend the staff. Palmer's version is to keep the niceness constant regardless of what the customer brings. The customer either remains difficult (rare) or transforms (common). The technique requires the team to hold the posture under pressure, which is a real training challenge.
