To get to the higher-level diplomacy, you need a lot of side conversations to happen, a lot of relationship-building and trust-building on the side. The lounge is not the green room. It is the working space.
For diplomatic events, executive summits, and any high-stakes convening where relationships matter as much as content. The principle is most useful when budget pressure threatens the informal spaces first.
